Especially considering that many of the educational institutions in these poorer areas are, in my experience, of sub-par quality. These people are not given the support they need, but rather are stuck in an endless cycle. Living in the UK, I have seen firsthand many of the poor people who are forced to live on a terrible benefit system, and who are stuck in poverty.
